This commit includes the following:

 - Feature flags added to TestParameters to people can add custom
   options.
 - Refactored major function signatures to include access to more
   data.
 - Added a return type which the runner will output.
 - Bumped minor version due to signature changes.

Bump version, improve README, improve docstrings

Update Cargo.toml again
