Once applied, this PR adds a new Experimental section to the sidebar and a doc that describes our approach to adding Windows Scanners (PingCastle) to the scb.
It replaces the PR to add a PingCastle template scanner. Instead, we only provide a doc and link to the current branch for existing files. That is to avoid the impression that PingCastle would work out of the box.
The experimental section itself is a good place to present new ideas to the community and encourage community "research" and activities, while pointing out on the fact that we cannot provide in-depth support for these topics.
