The leaves in your picture do not look like E. inflatum (http://calphotos.berkeley.edu/cgi/img_query?enlarge=0000+0000+1010+0377).
Erg, this won't let me save the correct name.
It's a nude buckwheat variety, protruding buckwheat/Eriogonum nudum var. indictum (http://ucjeps.berkeley.edu/cgi-bin/get_IJM.pl?tid=58653), which also has inflated stems (http://calphotos.berkeley.edu/cgi/img_query?enlarge=0000+0000+0810+0976).

Wow, a xerothermic relict? I had no idea it was out there
Yeah, Panoche is one of those places with unexpected Mojave flora and fauna. Same goes for the Desert Spiny Lizard we found.
Really neat. I wish I'd had more time to explore that area. Though I remember very little public land, or not knowing where to find it, when i lived in Davis long ago.
