This passes:

{'NAME': 'db', 'USER': 'user', 'PASSWORD': 'p^a@s`s$w(o%r)d', 'HOST': 'host', 'PORT': 5432, 'ENGINE': 'django.db.backends.postgresql'}

but these do not:

"#" in password

> PASSWORD="#" DATABASE_URL="p
