The summer travel season is upon us! With temperatures heating up, I'd like to remind everyone to stay cool and stay safe! Wherever you're headed for summer fun, we encourage everyone to follow the rules of the road.

If the District is your destination, be sure to follow posted speed limits and watch for people walking and biking, particularly when approaching busy intersections. By taking these actions, we can all help achieve the Mayor's Vision Zero goal: zero traffic fatalities and safer streets.

In this month's newsletter, we share some information on DC Government's fine reduction pilot program; include some important tips on safe driving throughout the summer and beyond. We also highlight some recent #TeamDMV outreach in the community from fairs and conferences to World Pride. Keep reading to learn more!

A Message from DC DMV Director Gabriel Robinson

It's a wonderful time of year to be out and about in the District; however, safety is key no matter the season!

We started the month with Heatstroke Prevention Day on May 1. Every year, dozens of children are left in the back seat of a car by a parent or caregiver. It can happen to anyone – especially if the child is sleeping or if you are out of your routine. Never leave a child unattended in the car. Take a moment to stop, look and lock before you leave your vehicle.

Did you know? May is Motorcycle Safety Awareness Month and National Bicycle Safety Month. As the weather gets warmer, more individuals are out this time of year. DC government is committed to the safety of our city's pedestrians, bicyclists, motor-driven cyclists and drivers. Keep reading for safety tips and remember to wear a helmet and follow the rules of the road!

As a reminder, all DC DMV locations will be closed in observance of Memorial Day on Saturday, May 24 and Monday, May 26. The inspection station will also transition to Spring/Summer operating hours starting on Tuesday, June 3, 2025. Spring is just around the corner here in Washington, DC! For residents who need to visit a Service Center to complete your DC DMV business, we are open for walk-in services during regular business hours. Visit our website for locations and times. As a reminder, many DC DMV services can also be completed online or via our mobile app, allowing you to #SkiptheTrip.

In this month's newsletter, read about what DC DMV is doing to help keep the March madness to a minimum on DC roads this month. Whether you're celebrating Saint Patrick's Day or your favorite college basketball team, our Ignition Interlock Device (IID) Program is here to remind you that driving impaired can cost a lot more than you think. Vehicle Recall Safety Week takes place this month; and here at DC DMV, we are encouraging all District drivers to check your automobile status for a possible recall. The article below has more information about this crucial safety check.

This time last year we were excited to launch a new DMV self-service emissions test kiosk at the Fort Stanton Recreation Center. Black History is one of the reasons we love February at DMV! This month encourages us to reflect on the past, celebrate the present and inspire a more equitable future for all.

This edition of News You Can Use covers a variety of topics and happenings at DMV, including the exciting new specialty vehicle tags available now at all service centers! Keep reading to learn more about the brand new 'We Demand Statehood' and 'Pride Lives Here' vehicle tags.

DC DMV Announces New We Demand Statehood and Pride Lives Here Specialty Vehicle Tags

The DC Department of Motor Vehicles (DC DMV) now offers two new specialty vehicle tags for District residents commemorating the “We Demand Statehood” and “Pride” movements. The new tags are now available at all DC DMV service center locations.

The “We Demand Statehood” tag features recognizable DC icons such as cherry blossom flowers and the Frederick Douglass Memorial Bridge incorporated into a bold new design. The tag supports the fight for District residents’ right to voting representation and comes as a bill to make DC the nation’s 51st state has been reintroduced to Congress. The application fee for the We Demand Statehood tag is $51 and the annual display fee is $26. Both fees will be deposited in the New Columbia Statehood Fund.

The new “Pride” plate comes as 2025 marks the 50th anniversary of Pride celebrations in Washington, DC, with the international World Pride event slated to take place in the District from May 17 to June 8, 2025. The tag features the emblematic LGBTQIA+ rainbow as a ribbon, accompanied by the declaration that “Pride Lives Here.” The application fee is $25 and the annual display fee is $20. Both fees will be deposited in the Office of Lesbian, Gay, Bisexual, Transgender and Questioning Affairs Fund.

On behalf of Team DMV, I want to wish everyone a Happy New Year! 2025 promises to be a busy year as we continue to introduce new initiatives, enhance our internal processes and improve

the DMV customer experience, while remaining focused on public safety. It's going to be an exciting year!

With the winter season in full effect, there will be increased chances for inclement weather. Keep reading this month's newsletter for some helpful winter driving tips to stay safe while traveling on District roads.

January is also Human Trafficking Awareness Month. This month, we spotlight the critical role that Commercial Driver License (CDL) holders play in assisting victims, and how to report a possible trafficking situation.

Greetings DC! October is Pedestrian Safety Month. As days are becoming shorter with less daylight, it's important that drivers take extra caution while driving, particularly in areas with high pedestrian traffic.

Please read on to learn more about pedestrian safety tips in our Vision Zero section. By following the basics of pedestrian safety, we can all make the District a safer place to live and work.

DC DMV has released newly designed temporary tags. Keep reading to learn more about what has changed and how to obtain your temporary tags at DMV services centers today.

Additionally, the District has become the 42nd jurisdiction to participate in the State-to-State (S2S). S2S is a verification service that enables DC DMV to electronically verify whether an applicant holds a driver license or identification card in any other participating state.

Finally, October is Breast Cancer Awareness Month and we include a reminder in this month's edition that Breast Cancer Awareness tags are available at all DC DMV Service Centers.

DC Department of Motor Vehicles Joins State-to-State to Increase Driver License Cross Verification

The DC Department of Motor Vehicles (DC DMV) has joined 41 other US jurisdictions in the State-to-State (S2S) verification program to electronically check with all other participating states if an individual currently holds a driver license or identification card in another state. S2S also enables a state to send a request to another state to surrender or invalidate a credential.

In compliance with the federal REAL ID Act, S2S was implemented in 2015 by the American Association of Motor Vehicle Administrations (AAMVA) as an electronic tool that allows states to “talk” to other states about an applicant’s driver record. DC DMV now has access to the nationwide Driver History Record (DHR) functionality, which supports the concept of one driver, one credential, one driver history record.

Not only does the implementation of S2S lead to a decrease in processing time for credentials, it also leads to an increase in driver history accuracy and completeness, which ultimately promotes the safe operation of motor vehicles and public safety in the District of Columbia.

Greetings DC! Back-to-school season is in full swing, and as always, I want to remind all drivers in the District to follow posted speed limits and always use caution around pedestrians and cyclists. Whether it's school, work, in your neighborhood or home, we want everyone to arrive safely to their destinations and we all have a responsibility to ensure that happens.

In this month's newsletter, we highlight DDOT's Clear Lanes project, which focuses on ensuring bus lane and bus zone safety. It's important to remember that keeping the District’s bus zones clear from traffic will also increase safety and accessibility at bus stops, allowing buses to pull fully to the curb and provide accessible boarding for bus riders and smoother traffic operations on our roads.

DC DMV will host two Job Prep Workshops for District residents on Thursday, September 19 and Saturday, September 21. The two sessions will take place from 6-8 pm at the DMV's Southwest Service Center at 95 M Street SW.

The mini clinics, led by DMV's human resources and training teams, will focus on key interview skills, including how to answer interview questions, common interview "do’s and don’ts" and resume preparation tips and best practices.

District residents are encouraged to register early as space is limited and the workshops are open for the first 90 individuals to register on Eventbrite. Attendees must pre-register for entry and to attend workshops. Upon arrival at 95 M Street SW, the Eventbrite ticket and a valid driver license or ID card will be required for entry.

Workshop Sessions

Note: participants will attend all three sessions to prepare for future job opportunities.

Résumé Writing Your Professional Passport

This session will cover how to create your first résumé, highlighting what to include and what to omit. Participants will also receive tips on customizing their résumés for specific job openings.

Answering Interview Questions

Do you find yourself drawing a blank when interviewing? This workshop will inform participants on preparation. Join us for a session that will assist you with how to successfully interview. Take away great tips that could land you a new career.

Interview Do’s and Don’ts

This workshop will provide participants with tips and techniques on how to prepare for interviewing with potential employers. Hear from an HR professional things that stand out good or bad in an interview.

Greetings DC! The 2024-2025 school year is just around the corner. As students return to school this month, we want to remind you to please slow down when driving in neighborhood school zones and watch for children congregating or playing near bus stops.

In this month's newsletter, we include some important school bus safety information to help protect our children. Did you know that the school bus is one of the safest vehicles on the road? Less than 1% of all traffic fatalities involve children on school transportation vehicles. Keep reading to learn more about how to stay safe around school buses.

DC Department of Motor Vehicles Launches Permit Prep Bootcamp to Help Young Drivers Boost Knowledge Test Scores

The DC Department of Motor Vehicles (DC DMV) has announced the launch of the DC Permit Prep Bootcamp, a three-day summer training program designed to assist teens and young adults in studying for and taking the DC DMV Knowledge Test.

“Teens and young adults will be able to leave this fast-paced, three-day boot camp with the confidence, knowledge and prep materials necessary to successfully pass the DC DMV Knowledge Test,” said DC DMV Director Gabriel Robinson.

The DC Permit Prep Bootcamp program is open to District teens and young adults ages 16 to 21 who do not have a learner permit. Classes begin July 9 at the DMV’s Southwest Service Center at 95 M Street SW. Space for the inaugural summer cohort is limited to 15 students per class, with registration closing on June 28, or once the six classes are full.

Participants of the program will receive over seven hours of instruction and will take practice tests, engage in discussions, and receive personalized instruction. The topics covered include traffic laws, road signs and driving safety rules. Students will leave the three-day bootcamp with the knowledge and tools needed to pass the DMV Knowledge Test.

The DC Permit Prep Bootcamp program is designed to increase transportation equity throughout the District and open opportunities to teens and young adults in all eight wards. A learner permit, earned in the process of getting a driver’s license, enables residents to travel to and from work, school, and access other essential services.

All graduates of the bootcamp will receive study materials and helpful resources for taking the DMV Knowledge Test, as well as access to additional online practice exams and quizzes to help them prepare.

Eligible students interested in attending DC DMV’s Permit Prep Bootcamp can register for classes online at dcpermitbootcamp.com.

May is Motorcycle Safety Awareness Month and as the weather gets warmer, more motorcyclists are out this time of year. In this month's newsletter, we feature safety tips on motorcycles and remind riders that they require more skill and coordination to operate than a car. We also discuss motor-driven cycles, and how riders should follow the rules of the road and obey signs and signals.

Additionally, please note that our Inspection Station will transition to Spring/Summer operating hours starting on Tuesday, June 4, 2024. Keep reading for the new schedule.

Good afternoon, Chairperson Allen, members of the Committee, and Committee staff. I am Gabriel Robinson, Director of the Department of Motor Vehicles (DMV).

On behalf of Mayor Muriel Bowser, I would like to thank our customers, Chairperson Allen, this Committee, and the rest of the Council for their support. I also want to congratulate the Mayor and her Administration for their extraordinary leadership and efforts to revitalize the District. And finally, I want to extend a special thank you to all my colleagues at DC DMV for their exceptional dedication and hard work. Team DMV continues to provide outstanding customer service to District residents.

I am pleased to provide testimony on Mayor Bowser’s Fiscal Year 2025 proposed budget, “A Fair Shot: Strategic Investment and Shared Sacrifice,” the District’s 29th consecutive balanced budget. With this budget, Mayor Bowser is continuing to strategically invest in District residents by prioritizing increasing access to affordable housing, creating a safer, stronger DC, expanding the reach of health and human services, accelerating achievements in education, ensuring access to job and economic opportunities, investing in transportation and the environment, and improving infrastructure and community spaces.

The Mayor’s FY 25 proposed budget supports DMV’s mission to promote the safe operation of motor vehicles and public safety while providing outstanding customer service. Our agency provides services to more than 623,000 licensed drivers and identification cardholders in the District and serves more than 310,000 registered vehicle owners at our four service centers. DMV interacts with District residents and non-residents, with an average of 3,200 daily customer contacts, which is more than almost any other District Government agency.

DC DMV processes and mails products generated from more than 392,000 online transactions annually. We provide exceptional Adjudication Services, including conducting more than 210,000 in-person and mail hearings annually, and more than 20,000 virtual hearings. We also collect and process more than 2.7 million tickets each year. At our Inspection Station, we conduct more than 178,000 annual vehicle inspections, including more than 8,300 inspections using our self-service on-board diagnostic (OBD) emissions kiosks, located in Ward 4 and now also in Ward 8.

Let me now briefly describe DMV’s proposed budget and projects for the coming fiscal year. DMV’s FY 25 proposed operating budget is $70,879,993, which represents a 4.7 percent increase from the FY 24 approved operating budget of $67,707,971. The proposed budget is comprised of $60,266,000 in Local funds and $10,614,000 in Special Purpose Revenue funds. DMV’s FY 25 Capital Budget is $3,200,000, allocated to continue the modernization efforts underway for our licensing and registration system, also known as “DESTINY.”

The FY 25 budget proposed by the Mayor invests or impacts the following DMV programs:

Restores $1.9M in funding that was omitted from the FY 24 operating budget due to a drafting error. The restored funding covers costs associated with DMV security, fixed costs assessments, telecommunications, and cashiering services at the Georgetown location.
Grants a one-time enhancement of $1,185,000 to upgrade and repair the antiquated IT network at DMV’s headquarters located at 95 M Street SW, which serves as the “nucleus” of our agency’s IT infrastructure.
Funds an additional FTE to support DMV’s implementation and execution of the Second Chance Amendment Act.
Funds the DESTINY modernization project, designed to meet the District’s requirement for a modernized, state-of-the-art licensing and registration system.
The DMV also helped balance the FY 25 budget. The agency has a reduction of seven FTEs (two Correspondence Specialists and four Adjudication Hearing Examiners). The elimination of these vacant positions represents a reduction of $778,663 in personnel services. Additionally, the proposal reduces the telecommunications funding by $33,859 to align the budget with the FY 25 fixed costs assessment.

I would like to take a few moments to highlight some of the agency’s FY 24 accomplishments, many of which will continue into FY 25:

DMV hired 15 Hearing Examiners out of the positions that we were allocated at the start of FY 24, as a result of the expansion of the Automated Ticket Enforcement (ATE) Program. The agency is in our final phase of on-boarding the remaining Hearing Examiner positions.
DMV participated in two of the Mayor’s Career Fairs hosted by the DC Department of Human Resources, which resulted in the agency filling 20 vacancies. We are also participating in the upcoming Spring Hiring Fair on May 16. DC is hiring.
DMV has revised its annual registration fees for electric passenger vehicles (other than a motorcycle or motor-driven cycles) with a manufacturer’s shipping weight of less than 5,000 pounds. As of October 1, 2023, these vehicles can subtract 1,000 pounds from their manufacturer’s weight when renewing the vehicle registration. A brand-new electric passenger vehicle under 5,000 pounds became eligible for a $36 registration fee per year for the first two years of registration. An additional vehicle class has also been added, Class VI. This Class is for vehicles weighing 3,500 pounds or greater that have been issued a disability license plate, with additional weight due to the accommodation of a disability. The registration is $72 per year. The updated fees will support our commitment to energy efficiency and accessibility, while reflecting cost-saving measures that benefit District residents.
In January of this year, DMV launched a new webpage for Active-Duty Military and Foreign Service residents and their families. The dedicated page, which includes Driver License and ID card services, vehicle services, and frequently asked questions, intends to eliminate barriers to completing transactions and address the unique challenges that service members and their families often face.
On March 5, DMV opened a second self-service on-board diagnostic (OBD) kiosk in Ward 8’s Fort Stanton neighborhood. After the success of the Ward 4 kiosk launched by Mayor Bowser in 2019, which has more than 8,300 completed inspections. the new kiosk allows District residents East of the River to easily perform their own vehicle emissions tests 24 hours a day, seven days per week.
In July, DMV will launch the Knowledge Test Educational Outreach Program for teenagers and young adults, ages 16-21. This program will provide young people with the opportunity to participate in DC DMV's Permit Prep Boot Camp with the goal of taking and passing the Knowledge Test, which will enable them to obtain a learner’s permit. Curriculum includes roadway safety components as part of the District’s Vision Zero initiative. Space is limited; however, students who are able to attend will leave this fast-paced, three-day boot camp with the confidence, knowledge, and prep materials necessary to take the DC DMV Knowledge Test.

In closing, the resources allocated to DMV will play a critical role in helping the agency to continue to provide outstanding service to District residents and all DMV customers. The Council and this Committee are critical allies in this effort, and we appreciate your collaboration to ensure we operate efficiently and effectively. We look forward to working together to achieve our shared goals and give all residents a fair shot, as outlined by Mayor Bowser.
