The YAML project has many places where a code of conduct should be put into place.

@eemeli suggested we use https://www.contributor-covenant.org/ for this purpose.

This issue is to discuss this, and assuming we want to use this specific coc, figure out exactly what needs to go where, and who needs to do what.

The two main places I see this needed is in the https://github.com/orgs/yaml/repositories repos and in the https://matrix.to/#/#chat:yaml.io chat rooms.
