Extreme heat, often referred to as a "heat wave", is an extended period of high temperature usually accompanied by high humidity. Extreme heat kills by pushing the human body beyond its limits. In extreme heat and high humidity, evaporation is slowed and the body must work extra hard to maintain a normal temperature. Older adults, young children, and those who are sick or overweight are more likely to be severely affected by extreme heat.

When authorities monitor extreme heat conditions the term "heat index" is used. This index measures the effects of heat and humidity. When heat and humidity combine to reduce the amount of evaporation of sweat from the body, outdoor exercise becomes dangerous even for those in good shape. In the District, the Heat Emergency Plan is activated when the heat index reaches 95 degrees.

Funding Available Through the Federal Emergency Management Agency (FEMA) for Funeral Costs in COVID-19-Related Deaths

(Washington, DC) – The Bowser Administration is highlighting a new federal assistance program through the Federal Emergency Management Agency (FEMA) that provides financial assistance to individuals nationwide who incurred COVID-19-related funeral expenses after January 20, 2020.

Funding for the program comes through the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021. FEMA encourages those who have COVID-19 funeral expenses to keep and gather documentation needed to apply for this assistance program. A dedicated call center, open Monday through Friday from 9 a.m. to 9 p.m. EST, has been established to help individuals and families who apply: 1-844-684-6333, TTY: 1-800-462-7585. FEMA is currently experiencing high call volumes on their Funeral Assistance phone line. Please try again later if you get a busy signal or your call doesn't connect. There is no deadline to apply.

To be eligible for COVID-19 funeral assistance, FEMA states:

The applicant must be a U.S. citizen, non-citizen national, or qualified alien who incurred funeral expenses after January 20, 2020 for a death attributed to COVID-19.
If multiple individuals contributed toward funeral expenses, they should apply under a single application as applicant and co-applicant. FEMA will also consider documentation from other individuals not listed as the applicant and co-applicant who may have incurred funeral expenses as part of the registration for the deceased individual.
An applicant may apply for multiple deceased individuals.
The COVID-19-related death must have occurred in the United States, including the U.S. territories and the District of Columbia.
This assistance is limited to a maximum financial amount of $9,000 per funeral and a maximum of $35,500 per application.
Funeral assistance is intended to assist with expenses for funeral services and interment or cremation.

Applicants will be asked to provide the following documentation:

An official death certificate that attributes the death to COVID-19 and shows that the death occurred in the U. S. The death certificate must indicate the death “may have been caused by” or “was likely the result of” COVID-19 or COVID-19 like symptoms. Similar phrases that indicate a high likelihood of COVID-19 are considered sufficient attribution. For more information on vital records and online death certificates, please visit the DC Health Vital Records Division at dchealth.dc.gov/vital-records. An online appointment can be made here or by calling (202) 442-9303 and selecting Option 1 and then Option 9. Funeral expense documents (receipts, funeral home contract, etc.) that include the applicant’s name, the deceased individual’s name, the amount of funeral expenses, and the dates the funeral expenses were incurred.
Proof of funds received from other sources specifically for use toward funeral costs. Funeral assistance may not duplicate benefits received from burial or funeral insurance, financial assistance received from voluntary agencies, federal/state/local/tribal/territorial government programs or agencies, or other sources.

DC Homeland Security Emergency Management Agency Waiver Process for Exemption to Business Closure

To mitigate the spread of the coronavirus (COVID-19), Mayor Muriel Bowser issued Mayor’s Order 2020-053 requiring the temporary closure of the on-site operation of all non-essential businesses. The Order is effective March 25, 2020, at 10:00 p.m., through April 24, 2020.

Any business that does not fall within a category listed as Essential Businesses in the Mayor’s Order, but which provides goods or services necessary to maintain operations at an Essential Business should apply for a waiver.

Businesses that have requested a waiver should comply with the Mayor’s Order and suspend in-person operations until a waiver is approved and provided.

Waiver requests should demonstrate justification that the on-site operation of the business is necessary to the business activity of an essential business.

Advisory Group to Facilitate Information Sharing Among the District’s Faith-Based Organizations

(WASHINGTON, DC) – Today, several hours after Mayor Bowser met with faith leaders from around the District to discuss ways the faith community can help prevent hate crimes and reduce gun violence, the Bowser Administration convened the inaugural meeting of the Interfaith Preparedness and Advisory Group (IPAG) – a joint effort to bring together the Mayor’s Office of Religious Affairs (MORA), the Metropolitan Police Department (MPD) and the District’s Homeland Security and Emergency Management Agency (HSEMA) to facilitate collaboration with the District’s faith-based communities. The agencies will work together with faith-based partners to enhance security efforts related to hate-based threats.

“While we continue defending DC values from the forces of hate and bigotry, the Interfaith Preparedness and Advisory Group will ensure DC Government is working hand in hand with our faith-based and community partners to support and protect places of worship throughout the District,” said Mayor Bowser. “Through these partnerships, we will empower our faith-based partners to be part of building a safer, stronger DC.”

The creation of IPAG comes four months after the Bowser Administration announced nearly $1 million in security and preparedness grants for District non-profit organizations operating at faith-affiliated institutions. The grants support efforts for target hardening, planning, training, and other security-related activities, and are managed through HSEMA as part of the U.S. Department of Homeland Security’s Nonprofit Security Grant Program (NSGP).

“The formation of the IPAG is a huge accomplishment for the District,” said Dr. Christopher Rodriguez, Director of HSEMA, which manages the District’s new advisory group. “It will provide a platform for information sharing among public safety agencies and leaders of faith-based organizations.”

Through the IPAG, HSEMA will be responsible for facilitating quarterly meetings, identifying grant funding opportunities, monitoring current and emerging security threats and trends, and advising public safety agencies on the unique needs of faith-based communities.

About the Interfaith Preparedness & Advisory Group

The Interfaith Preparedness & Advisory Group is a new joint effort between the Mayor's Office of Religious Affairs (MORA), the Metropolitan Police Department of the District of Columbia (MPD), and the Homeland Security and Emergency Management Agency (HSEMA) to encourage dialogue with the District's faith-based organizations (FBOs) in order to enhance preparedness for all types of hazards. At HSEMA, IPAG will be managed by the Office of Public Affairs and the Division of Homeland Security and Preparedness (HSP). HSEMA will facilitate content for quarterly meetings and share and disseminate information relevant to faith-based communities.

To provide a platform for FBOs to exchange information collectively and with professions concerning vulnerabilities, best practices, and preparedness measures related to their congregations and facilities.

Most products will include general preparedness information, specifically related to the ReadyDC campaign.	IPAG plans to meet with FBO leaders on a quarterly basis and convene ad hoc meetings to address specific concerns, local and national developments, and all hazards threats.	HSP will monitor current and emerging cyber threats impacting FBOs, helping them mitigate cyber risk. Additionally, HSP will provide training and exercises designed to strengthen and improve FBOs’ overall cybersecurity posture.

In observance and support of the State Funeral for former President George H.W. Bush, Mayor Bowser has activated the District’s Emergency Operations Center (EOC) to ensure district services are well-coordinated within Washington, DC during the three-day event.

Key Updates

On Wednesday, December 5, District Government and District of Columbia Public Schools (DCPS) will be open and operate on normal schedules.
Residents are strongly encouraged to take the Metro and other forms of public transportation as the District will experience significant traffic delays beginning the afternoon of Monday, December 3, through the evening of Wednesday, December 5, due to processional routes and road closures.
The Department of Public Works will clean all funeral processional routes.
The District Department of Transportation is posting flags along the routes.
The District’s EOC and Joint Information Center (JIC) will be operational through the evening of Wednesday, December 5.
Residents and motorists can register to receive important alerts from the District on their devices by signing up for AlertDC at alertdc.dc.gov or call 311 for additional information.

Parking Restrictions

District Government and federal partners have updated transportation plans for the State Funeral. While these closures are in effect, expect traffic delays and closures of side streets. Motorists are reminded to proceed with caution in and around event locations as increased pedestrian traffic is anticipated. All street closures and listed times are subject to change, based upon prevailing or unexpected conditions.

Funding through DC’s Homeland Security and Emergency Management Agency to enhance physical security at nine locations

Today, the DC government announced $976,500 in security and preparedness grants for District non-profit organizations operating at faith-affiliated institutions. The grants are managed through DC’s Homeland Security and Emergency Management Agency (HSEMA) as part of the US Department of Homeland Security’s Nonprofit Security Grant Program (NSGP). These grants support efforts for target hardening, planning, training, and other security-related activities. The funding can used to purchase physical security enhancements such as cameras, new doors, locks, and gates.

“On the heels of tragedy, we continue the work of building a more peaceful world–a world in which hatred and evil are erased and our country has common-sense gun control,” said Mayor Bowser. “And as we continue this work, we remain focused on defending DC values and celebrating and uplifting our city’s unique and strong sense of inclusivity and diversity. Through grants like these, we can do more to ensure residents and visitors feel safe throughout the District–especially in our places of worship.”

Nine District nonprofits will receive between $30,000 and $150,000 to integrate security activities with broader District-wide preparedness efforts. The awards are being issued to the following organizations:

Milton Gottesman Jewish Day School of the Nation’s Capital, North Campus - $150,000

“Over the next few months, HSEMA will be hosting a first-of-its-kind preparedness series for District nonprofits, including faith-based organizations,” noted HSEMA’s Director, Dr. Christopher Rodriguez. “Through workshops across the District, we will empower and educate nonprofits about the importance of conducting physical threat assessments, encouraging personal preparedness to their communities, and developing robust applications to secure future funding.”
