Description

Following ~~CALCITE-2067~~, RexLiteral has more accurate validation between using exact numerics vs approximate numerics to create RexLiterals.

RelJson.rangeEndPointFromJson however only creates all numerics using BigDecimal, and this causes errors to be thrown when deserializing rel jsons here.
