Abstract
Japan has been building the rail-based transportation system since the modernization of the 19th century. Yet it experienced the motorization starting the early 1970s and has been struggling for the low-carbon transportation system mainly by introducing transportation demand management schemes. The recent car technologies help lower CO2 emission by applying efficient engines, new generation vehicles and ITS.
