Integrated Preparedness Plan Update

The Vermont Integrated Preparedness Plan has been updated and is now available for viewing.

The plan documents the State's Emergency Management priorities and how the state will build and sustain core capabilities. The three-year plan covers the period from 2025 to 2028. It includes an update of the plans, training, exercises, organizational changes, and equipment acquisition that the state is planning during that period to close known preparedness gaps. This year, the state only lists high-priority core capabilities identified in the Stakeholder Preparedness Review.

Towns & agencies are encouraged to create local road maps for closing gaps.  If you are a local city or town, please contact your Regional Coordinator at VEM. If you are a state agency, please contact your VEM Planner. Organizations can use the Integrated Preparedness Plan Template to document program priorities and a schedule of events.
