In 1916 B-P started the Wolf Cub Section to
provide a training scheme for Scouts' younger brothers. He based
the Wolf Cub section on the Seonnee Pack from 'The Jungle Book'
written by his close friend Rudyard Kipling. Kipling also wrote
'Kim', the title character of which inspired Kim's Game.
The programme, although very different to that of
the Scouts, starts the Wolf Cubs on a trail to learning all the
Scouting skills needed for their future life in the Troop.

The Wolf Cubs also have their own Law, Promise and
Motto:
The Law
The Cub gives in to the Old Wolf.
The Cub does not give in to himself.
The Promise
I promise to DO MY BEST.
To do my duty to God, and to the Queen,
To keep the Law of the Wolf Cub Pack, and to do a good turn to
somebody every day.
