The Information and Computer Technology Cluster is part of the Skolkovo Foundation.

  • To support approximately 30 new projects with grants;
  •  To establish a network of R & D Centers with the Key Partners (Intel, Microsoft, Cisco, Boeing, etc.) and Universities;

Foresight

The main objective of Foresight is to identify strategic priority areas in development of information technologies, which have high potential for success and are likely to obtain significant results.

Foresight of the information technology domain is developed jointly with members of the Scientific Advisory Council of the Skolkovo Foundation, interviews with famous foreign and Russian scientists and entrepreneurs. The leading consulting firm, McKinsey, also took part in the work on Foresight.

Expanded description of the IT Cluster Foresight

 

New generation of intelligent multimedia search engines

• Research, development and implementation of new software solutions, based on the analysis of the semantic structure of data

for information search on the Internet;

• Search for multimedia information on the Internet, using web-based technologies of all types of platforms, including those adapted for mobile devices (smart phones and tablets) and in the perspective wireless networks (e.g., LTE).

 

Recognition and processing of images, video and voice

 

• Research and development of new methods and mathematical models for image processing and computer graphics (2D/3D) for new types of user interfaces, augmented reality, improvement of performance and enhancement of rendering, 2D/3D-information representation based on the standardized cross-platform solutions;

 • Development of algorithms, software and hardware systems for the detection and selection of semantic information from natural speech and the wide use of new software applications, including mobile devices of perspective wireless networks. Development of applications for semantic search and identification of audio information on the Internet.

 

 

New technology for transfer and storage of information

 

• Research and development in photonics and opto-informatics that allow for the creation of entirely new, all-optical computing devices, devices for the storage and exchange of data, and hybrid optical components for traditional computers.

 

• Development of high-speed electronic devices for advanced wireless networks

• Research and development of multiprocessor systems, parallel algorithms. Development of architectures and mathematical algorithms for exaflop computers.

 

Mobile applications

 

• Development and commercialization of cross-platform applications for smart phones and tablet devices that increase productivity, improve teamwork of a wide circle of users. Creating cloud platforms for the development of new mobile applications;

 • Creating platforms and applications for wireless communications, machine-to-machine communications in advanced mobile networks. Research and development in the area of new M2M standards.

 

• Development and research into new paradigms of the World Wide Web development (the Semantic Web, Web 3.0 and so on) aimed at developing RDF and OWL standards, describing properties and relations between different objects of the virtual and the real world;

 

• The creation of software product and service (PaaS / SaaS), as tools for modeling, visualization of complex engineering objects and repositories of semantic and pragmatic information for use in search engines, computer-aided design (including generative design) and other areas;

• Creation of new generations of programming systems: language workbenches. Creation of new programming languages and development of tools available to support the existing programming languages.

 

• Development of new methods and algorithms for collecting, storing and mining of large data of computation and field experiments, constructing meta-models;

• Development and implementation of software for multi-disciplinary optimization, based on advanced developments in optimization theory, predictive modeling and computer technology to reduce design time and improve product quality.

 

Complex engineering solutions

 

• Development and implementation of software products for Simulation Lifecycle Management and team work on projects in virtual space (virtual collaborative engineering)

• Navigation systems using IT-based solutions for implementing a wide range of services, based on an accurate determination of the place of the subscriber using satellite navigation systems (GLONASS) and alternatives, on the basis of advanced mobile networks, etc.

 

 

Software for the financial and banking sectors

 

• Development of products and cloud solutions in the field of banking information systems, including support for national on-line payment systems, micro-payment networks and payment systems using biometric methods of identification;

• Developing software products in the field of mobile payments and mobile commerce in advanced wireless networks using biometric data and other NFC technology standards based on radio-identification;

• Developments to improve the efficiency and transparency of financial and banking business processes, based on traditional software products, as well as on the SaaS model;

• Development and implementation of software and hardware systems for the protection of banking secrecy and the execution of federal laws.

 

Analytical software

 

• Development of efficient algorithms and methods for analyzing large data arrays for scientific and industrial use. Development of software applications for business/industrial intelligence segment, provided by traditional and alternative models (SaaS);

• Development of intuitively understandable and innovative means of visualization of complex analytical information for various types of mobile devices, including tablet computers;

• Development of applications, used to analyze and monitor the behavior in networks of fixed and mobile communications in order to optimize the load and to prevent unauthorized access;

• Development of corporate management systems of reference information for enterprises (Master Data Management).

 

IT Security

 

• Development of software solutions, applications, services and platforms to ensure preservation of data integrity and protection from unauthorized access, preventing the theft of personal data of users;

• Development of applications for protection against viruses, malware and vulnerability scanners in information systems;

• Development of applications for mobile devices, providing protection of communication secrecy, personal data and the implementation of federal laws;

• Development of enterprise applications for intellectual property protection, including Digital Rights Management, digital signature, etc.

 

Cloud computing

 

• Research and development of systems and platforms based on granting cloud computing and information services: from providing software as a service to providing IT as a service;

• Development of infrastructure elements and software to implement the provision of various models of cloud computing: public, private, hybrid, etc.;

• Developments in the field of Information security of cloud computing.

 

Wireless sensor networks

 

• Research and development in the area of distributed self-organizing networks, consisting of sets of independent nodes, having the function of sensors, analyzers and routers with QoS support for applications in the control of industrial, security and infrastructure installations and structures in the transportation and air communications (Vehicle-to-Vehicle communications);

• Development and research in the field of new high-performance digital signal processing algorithms in radio networks, including software-defined radio systems (software defined wireless communication platforms);

• Research and development in the area of new wireless standards, as 6LoWPAN, Bluetooth 3.0 and other promising areas.

 

Embedded control systems

 

• Research and development in the use of embedded control systems of such complex objects as electric power generators, public facilities and networks, etc.

• Research on Ubiquitous Computing (internet of things), new types of applications and embedded communications for mobile devices;

• Research and development in the management of complex transport processes with built-in control devices.

 

Green Information Technology

 

• Research and development in the field of energy efficiency improvement of information technologies. In particular, the solutions, which will increase the life cycle of the IT infrastructure, improve the reuse of computer equipment, improve the efficiency of algorithms for data computing, storage and archiving, reduce power consumption of computing systems and platforms through the distribution of computing to areas with lower energy cost;

• Development and implementation of hardware and software solutions for improving energy efficiency of Data Processing Centers (DPC), such as virtualization, making use of terminal access to computing resources, replication of best practices in energy efficiency and building data processing centers based on open standards;

• Development and introduction of technologies of tele-presence and remote work.

 

 

IT in Education

 

• Development and implementation of hardware and software platforms that contribute to support, intensification and increased involvement of students in the educational process through information technology, in particular, with the help of technology on the basis of CBT (Computer-Based Training), IBT (Internet-Based Training) and WBT (Web-Based Training). Development of platforms and tools that support the Virtual Learning Environment (VLE), Mobile Learning (M-learning) on the basis of industrial standards such as SCORM;

 • Development of analytical solutions for the monitoring of the educational process and the selection of the optimal individual educational trajectory;

• Development of cross-platform, multi-browser management and support systems of the educational process, including the systems of electronic and collaborative training, using a wide range of mobile devices (Tablet PCs, "electronic books", etc.), digital labs and the interactive learning environment. Provision of such solutions can be based on software or on "cloud" services of the SaaS model.

 

IT in medicine and health care

 

• Development and implementation of software and hardware systems for telemedicine, including teleradiology, teledermatology, telesurgery, etc. Development of new instruments and equipment for the use in clinical medical practice. Building applications for mobile wireless diagnostic devices and tablet computers that operate in the networks of advanced mobile networks.

• Development and implementation of information systems in research laboratories, medical and insurance institutions, to analyze large amounts of data, to support diagnostic decision-making by physicians and to visualize complex clinical information, both on the basis of traditional PCs and on the basis of tablet-based devices;

 • Development and implementation of information systems for the use of standardized electronic patient records (EHR, electronic health record), supporting all the activities of medical, outpatient and insurance agencies.

Microsoft Company jointly with the Skolkovo Foundation conducted the first public lecture in the Skolkovo Open University. Development and implementation of software for intelligent IP-video surveillance

Creating a software product for IP-Surveillance systems that implements the following functions:

1. Automatic detection of moving objects corresponding to the given special signs or pictures submitted by the users in the video from surveillance cameras.

 2. Searching for objects in the video archives on the same grounds.

3. Automatic detection of potentially dangerous people on the basis of an assessment of their functional and emotional state by analyzing the behavior of the pupils of their eyes on a sequence of images from CCTV cameras.

Abbyy Infopoisk LLC

System of understanding and translating natural language

The project for the development of basic linguistic system of linguistic analysis of the texts, based on which they will establish systems of automatic translation of the new generation texts, systems of search and analysis of the facts in large tracts of text information (smart search), systems for document comparisons. Based on the results of this project, they expect to obtain qualitatively new systems of classification and annotation of documents, systems for improved speech recognition and systems to protect information against unauthorized access.

MCQT LLC

International Center for Quantum Optics and Quantum Technologies

The Center will conduct scientific research that could lead to a fundamentally new class of technology in the near future. Among the potential results of these studies there can be completely secure lines of communication, new materials with exceptional properties, optical sub-micron transistors and high-frequency optical electronics, new systems for studying the brain, compact and accurate clocks for navigation systems, fundamentally new ultrafast computer systems and much more. The Center plans to gather under its roof about 10 research groups, working in close cooperation with foreign partners in the field of quantum technology.

Research Center for Strategic Technology of Risk Analysis and Comprehensive Security LLC

Development and implementation of information and navigation system, support  of search and rescue operations in emergency situations of natural and man-made ones

The innovativeness of the developed technology is that for the first time there will be created a pass-through automated technology, including management and optimization of the actions of rescue forces and equipment. With the help of GIS 3D modeling a virtual model of the object is created, which can be referred to in an emergency: a building or structure, a neighborhood, city or region.
