Bug Report

This happened on Windows with the Pro IDE. This is all I can see in the logs:

Describe the bug
Possibly incorrect queryParams output

To Reproduce
urlcat('https://google.com', '', {test: 'abc'})
returns https://google.com/test=abc

Expected behavior
Should return
https://google.com?test=abc

By dragging the dividers, similar to how you can resize the panes in jsfiddle.net
