When there are many collaborators, scrolling from the far right on the project settings page doesn't work as expected (need to hover over the inner div and then scroll which is unintuitive).

Task
Convert CI to GitHub Actions
Context
Travis is removing its free tier for OSS projects, so this should be built with GitHub Actions instead, which is not going to add additional cost.
I would expect this to be one of the easier projects to convert given that Docker isn't used in the build.

The generated and installed config files permission are too open, any user logined on the system can read and write them. So i suggest append a
chmodcommand into Extract tar step to keep config files more safty.How the feature is useful
