FilterTableFunctionTransposeRule should not use "Logical" RelNodes

The FilterTableFunctionTransposeRule uses LogicalTableFunctionScan and LogicalFilter RelNodes in its rule.  We should be using the appropriate TableFunctionScan and Filter interface RelNodes instead.
