2024–2025 Overview
PLA Digital Literacy Workshop Incentive, supported by AT&T is designed to foster public library adoption of 8 core DigitalLearn basic topics.
DigitalLearn is a free platform focused on providing basic digital skill resources. Content is available as self-paced modules and workshop materials. Please note, incentive requirements can only be met through conducting workshops, not the self-paced modules. Libraries may choose from 8 core digital literacy topics.
AT&T and PLA are pleased to offer this opportunity for the third consecutive year. This incentive is part of AT&T’s Connected Learning initiative and AT&T’s $5 billion commitment to addressing the digital divide through investments in internet accessibility, affordability, and the safe adoption of technology.
Requirements:
- Conduct DigitalLearn workshops to reach the minimum number of learners/attendees:
- Small Library Goal: 30 Learners/Attendees*
- Large Library Goal: 75 Learners/Attendees*
- Use one or more of the following DigitalLearn training materials:
- Using a PC: Windows 11
- Complete all workshops by: May 30, 2025.
- Submit the MOU agreement, W9 and related forms by November 22, 2024.
- Watch all onboarding videos and webinars.
- Collect post-workshop learner surveys using the Project Outcome data collection tool.
- Submit workshop schedules in advance.
- Report the number of learners reached each month.
- Complete the final evaluation survey by June 16, 2025.
- Develop a promotional plan to recruit learners from underserved and/or under-resourced groups.
- Announce the award in a press release, newsletter, and/or appropriate communication to community and stakeholders.
- Use approved logos and/or donor acknowledgment statement in promotions and presentations.
**IMLS generally considers public libraries with a service population of less than 100,000 small and 100,000 and up large.
50 Large* Libraries will be awarded $10,000 to reach 75 learners
50 Small* Libraries will be awarded $5,000 to reach 30 learners

Payments will be issued by check or ACH direct deposit as a lump sum once the selected library formally accepts the award. If selected, you will receive an online packet to complete. We anticipate payment processing to take up to 60 days.
Funds awarded are to be used to support the facilitation of one or more of the 8 approved DigitalLearn workshops and to promote these AT&T co-created digital literacy courses.
Examples of how incentive funds may be used:
- Hire trainers (non-library staff) to conduct workshops.
- Purchase digital or physical aids to increase the accessibility of devices and learning environment.
- Print handouts, certificates, and other learner materials for in-person trainings.
- Purchase project supplies (e.g., paper, post-its, printing, etc.).
- Purchase non-capital equipment to be used for training (e.g., computer and/or projector, smart board, tablets to be used for training).
- Advertise workshops and PLA and AT&T’s digital literacy resources. Examples include outdoor banners, Facebook ads, Instagram ads, Google ads, radio ads, newspaper ads, billboards, and locally produced promotional videos.
- Purchase and distribute materials to promote DigitalLearn and your library’s digital skills support. Examples include bookmarks, notebooks, flash drives, headphones, t-shirts, socks, calendars, water bottles, tote bags etc.
- Items to be used as a giveaway or free drawing. Examples include tablet, gift card or any of the items listed in the bullet above.
- Translate training materials into languages other than English or Spanish.
- Rent a space for training (if needed and not held in a library).
- Provide snacks for attendees at in-person training.
- Provide transportation for attendees.
- Provide childcare for attendees.
- Hire translators or interpreters.
- Purchase PPE such as masks, hand and equipment sanitizer for in-person training.
NOTE: funds cannot be used for e-rate eligible expenses, such as broadband connections, maintenance and hotspots*. Please contact your state e-rate coordinator if you have detailed questions.
*Hotspots are under consideration for e-rate funding changes. This aspect will change as regulations change.
In regions where AT&T employee volunteers are available, participating libraries are encouraged to engage AT&T employee volunteers in supporting the workshops when possible. Example roles for participating/volunteering AT&T employees may include: providing welcome remarks to attendees; serving as training “floaters” helping to answer learner questions; general event set-up/breakdown/support. In many regions, local AT&T employees can help promote workshops using a toolkit provided by PLA. In these regions, participating libraries will comply with PLA and AT&T’s promotional requirements as noted in the toolkit.
AT&T local support is limited and not guaranteed. AT&T employees cannot deliver workshops or promote or sell any products. Libraries are not required to utilize AT&T employee volunteers.
Members of the cohort will be supported through the following resources: (Available in November 2024)
- Portal: Central online location with all incentive details, resources, and links to reporting forms and other information.
- Webinars: In November PLA will host a series of training webinars covering the following topics: How to use DigitalLearn, How to use Project Outcome to collect data, Tech Instruction Basics, Community Partnerships and Promotion and Marketing programs. All webinars will be recorded and shared with the cohort.
- Handbook: A printable handbook will be available on the portal which will detail the requirements of the incentive and related resources. This is content from the portal in a different format.
- Cohort Community: PLA will provide opportunities for awarded libraries to connect and support each other.
- Workshop Schedule reporting: To help track progress, libraries must share the dates, times and locations of their workshops at least one week before hosting. A link to this form will be posted on the Portal. You will be able to see and edit your submissions.
- Attendance numbers: After each workshop you will need to submit a short webform to report the number of learners who attended. If you have a patron who attends multiple sessions, you may count them more than once. If you use any DigitalLearn training materials in a one-on-one interaction, you may also include that instance.
- Project Outcome Post Workshop Surveys: Each library is required to set up an account and survey in Project Outcome. A short standard survey will be created with a specific link tied to your account. At the end of each workshop, you will provide the link to participants and encourage them to complete the survey. These surveys are optional.
- Final Report (survey): After the conclusion of all workshops you will have 2 weeks to complete the comprehensive online survey, which will serve as your final report.
- Independent evaluator: PLA will engage with an independent evaluator who may reach out to you to gather information as part of their evaluation of the overall program.
