Temporary Fire Public Use Restrictions Are in Effect
Pursuant to 16 USC 551 and 36 CFR 261.50(a) and (b), the following acts are prohibited on all areas, roads, and trails within the Willamette National Forest, including the Three Sisters, Mt. Jefferson, Mt. Washington, Waldo Lake, and Diamond Peak Wilderness areas. This Order is effective July 18th, 2025, through December 1st, 2025, or until rescinded.

PROHIBITIONS:
- Building, maintaining, attending or using a fire, campfire, stove fire or charcoal fire, EXCEPT at campfire rings established by the Forest Service at posted, developed and designated recreation sites (e.g. campgrounds) shown in Exhibit A. Pressurized liquid or gas stoves, lanterns, and heaters that can be switched on and off are allowed. 36 CFR § 261.52(a)
- Using an explosive. 36 CFR § 261.52(b)
- Smoking, except within an enclosed vehicle or building or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable material. 36 CFR § 261.52(d)
- Operating an Internal Combustion Engine; including but not limited to generators and chainsaws, except in areas devoid of vegetation and those located inside of buildings.

- Possessing or using a motor vehicle off National Forest System roads, EXCEPT when operating in compliance with travel management rule and the Motor Vehicle Use Map (MVUM). "Vehicle" means any device in, upon, or by which any person or property is or may be transported, including any frame, chassis, or body of any motor vehicle, except devices used exclusively upon stationary rails or tracks. 36 CFR § 261.13, 36 CFR § 261.56
EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e), the following are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
- Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
- Creating or maintaining fires at campfire rings established by the Forest Service at posted, developed, and designated campgrounds shown in Exhibit A.
- Pressurized liquid or gas stoves, lanterns, and heaters that can be switched on and off, provided such devices meet the fire underwriter’s specifications.
- Operating motor vehicles in the Huckleberry Flats and Santiam OHV areas.
- Electric bicycles (class 1 e-bike, class 2 e-bike, and class 3 e-bike) are allowed on National Forest System trails that are designated for motorized travel.
These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 USC § 551; 18 USC §§ 3551, 3571, and 3581).
