Eric S. Holmboe, MD

Eric S. Holmboe, MD

President and Chief Executive Officer, Intealth

As President and Chief Executive Officer of Intealth, Dr. Holmboe helps to set the strategic plan for Intealth, an integrated, nonprofit organization, and its divisions, ECFMG and FAIMER. In addition to ensuring the continuing overall effectiveness of Intealth’s programs, Dr. Holmboe is responsible for guiding the development of new opportunities worldwide for Intealth to provide its expertise to support outcomes-based health professions education, assess physician qualifications and abilities, and inform health workforce policy. He represents Intealth to a variety of domestic and international stakeholders, including communities of health care professionals, partners and associations, and governmental agencies.

Prior to joining Intealth in January 2024, Dr. Holmboe served as Chief, Research, Milestones Development and Evaluation Officer for the Accreditation Council for Graduate Medical Education (ACGME). He also served previously as the Associate Program Director, Yale Primary Care Internal Medicine Residency Program; Director of Student Clinical Assessment, Yale School of Medicine; and Assistant Director of the Yale Robert Wood Johnson Clinical Scholars program. Before joining Yale in 2000, he served as Division Chief of General Internal Medicine at the National Naval Medical Center. Dr. Holmboe retired from the U.S. Naval Reserve in 2005. He served as the Chief Medical Officer at the American Board of Internal Medicine from 2009 until 2014.

His research interests include studying factors and interventions affecting the quality of health care, methods in the assessment of clinical competence, and the relationship between medical education and health care outcomes. His professional memberships include the American College of Physicians, where he is a Master of the College; Society of General Internal Medicine; and AMEE, the International Association for Health Professions Education. He is an honorary Fellow of the Royal College of Physicians in London, honorary Fellow of the Royal College of Physicians and Surgeons of Canada, and honorary Fellow of the Academy of Medical Educators.

Dr. Holmboe is a graduate of Franklin and Marshall College and the University of Rochester School of Medicine. He completed his residency and chief residency at Yale-New Haven Hospital and was a Robert Wood Johnson Clinical Scholar at Yale University.

Executive Vice President and Chief Administrative Officer, Intealth

As Executive Vice President and Chief Administrative Officer, Steven Kirkpatrick supports the development and execution of a comprehensive Intealth strategic plan and the associated goals, activities, and resource requirements. Mr. Kirkpatrick supports Intealth leadership with developing and implementing efficiency strategies while managing associated risks and ensuring alignment with overall enterprise strategic objectives.

Mr. Kirkpatrick’s career experiences include strategic development, operations, and financial management. Before joining Intealth, Mr. Kirkpatrick served two Philadelphia area community health systems as an executive leader of their employed physician enterprises. Mr. Kirkpatrick also served as a Senior Manager on the audit staff of Ernst & Young, where in addition to audit services he provided strategic financial consultations on financing transactions, business combinations, and start-up organizations.

Mr. Kirkpatrick serves as a volunteer trustee of Waverly Senior Services, a full-service life plan senior living community serving the Main Line Philadelphia suburbs. He also served on the Intealth Board of Trustees prior to joining the leadership team in 2019.

A Certified Public Accountant, Mr. Kirkpatrick earned a Bachelor of Science degree in Accounting from the University of Delaware.

Robert Bartelt

Chief Information Officer, Intealth

As Senior Vice President and Chief Information Officer, Robert Bartelt is responsible for leading and managing organizational information technology initiatives aimed at transforming Intealth’s culture, operations, and business model to achieve strategic objectives. He oversees the planning, design, and execution of information technology initiatives, including digital transformation, operational improvement, and organizational structure. In addition, he works closely with the CEO and other executive leaders and stakeholders to identify areas of opportunity for transformation, set goals and performance metrics, and develop and implement strategies to achieve them.

Mr. Bartelt joined Intealth in 2018 as Vice President for Information Technology and Chief Information Officer. As a key member of the executive team and change agent, he has initiated multiple projects to improve the culture, technology, and processes of the Information Services Department and the overall enterprise. These initiatives include the creation of an enterprise digital transformation program, project management office, and an extensive leadership development program that has since been scaled to support all senior leadership of the organization.

Prior to joining Intealth, Mr. Bartelt held several key leadership roles at the Children’s Hospital of Philadelphia, including Director of Infrastructure, Chief Technology Officer, and Associate Chief Information Officer, and he led the Biomedical Engineering Department.

Francine Halushka Katz, Esq.

Senior Vice President and General Counsel, Intealth

As Senior Vice President and General Counsel, Francine Halushka Katz is responsible for managing Intealth’s legal affairs. She provides legal advice and guidance to executive leaders and the Board of Trustees on a range of legal and regulatory matters. In addition, she manages negotiations with third parties, oversees the organization’s compliance programs, and ensures that the organization’s legal strategies and policies are aligned with its overall operational objectives.

Ms. Katz has extensive experience in the health care and life sciences sectors in both non-profit and for-profit environments. Before joining Intealth in 2018, Ms. Katz served as Senior Attorney with Axiom Law—Life Sciences Group, NY. Prior to her time at Axiom Law, Ms. Katz served as Vice President and General Counsel at Saint Peter's University Hospital in New Brunswick, NJ, and later at St. Joseph's Healthcare System in Paterson, NJ. She has also consulted for RWJ Barnabas Health, NJ's largest health care system. Ms. Katz began her career in the Corporations Department, specializing in health care law, at the law firm of Riker Danzig.

Ms. Katz earned her Juris Doctor degree, with a concentration in Health Law, from Georgetown University Law Center. She earned a Bachelor of Science degree in Public Relations from the University of Florida. She is a member of the American Health Lawyers Association, NAFTA, and the International Association of Privacy Professionals. She also is engaged in several civic and community service activities.

Joshua Kisver, CPA, MBA

Senior Vice President and Chief Financial Officer, Intealth

As Senior Vice President and Chief Financial Officer, Joshua Kisver is responsible for all aspects of Intealth's finance, real estate strategy, and facilities management. In addition, he provides counsel to the Intealth CEO and Executive Leadership Team and serves as staff liaison to the Finance, Investment, and Audit Compliance and Quality Improvements Committees of the Board of Trustees. He also represents the organization in its relationship with the USMLE and other external partners.

Mr. Kisver has two decades of management and financial experience in the nonprofit, health care, and higher education industries. Before joining Intealth in 2015, he held several leadership positions including Senior Audit Manager at Mitchell & Titus, Senior Audit Manager at Grant Thornton, and Vice President of Finance at Philadelphia Youth Network. He currently serves on the Board of Trustees and as Treasurer for Court Appointed Special Advocates for Children – Philadelphia County.

A Certified Public Accountant in Pennsylvania, he earned his Bachelor of Business Administration in Accounting from Temple University and a Master of Business Administration from Drexel University. He also earned an Associate Degree in Applied Science and is a Registered Respiratory Therapist.

Lyuba Konopasek, MD

As Executive Director of FAIMER and Senior Vice President at Intealth, Dr. Konopasek is responsible for the overall leadership and management of FAIMER programs and activities including its Global Programs, World Information Resources, Research, and initiatives that support international medical graduates. In her roles, she guides FAIMER activities that support the health professions worldwide, such as development of international partnerships and the acquisition and analyses of data. In addition, Dr. Konopasek works closely with the CEO and other executive leaders to develop and implement strategies for FAIMER that are aligned with Intealth’s overall vision and goals.

Before joining Intealth in 2024, Dr. Konopasek was Senior Associate Dean for Education at the Frank H. Netter MD School of Medicine at Quinnipiac University, where she had responsibility for both undergraduate and graduate medical education. Her previous roles also include Director for Physician Engagement and Well-Being Programs and Designated Institutional Official for NewYork-Presbyterian Hospital in New York, where she had oversight for more than 150 residency and fellowship programs, and Associate Dean for Medical Education at Weill Cornell Medical College in Qatar (WCMC-Q).

Dr. Konopasek’s activities in medical education have spanned the continuum from undergraduate medical education to residency training and continuing medical education. Her extensive faculty development experience includes work in China, Israel, Italy, Tanzania, and the United States, as well as foundational work from her time at WCMC-Q. Her faculty development focus has been on building local capacity for medical education and clinical care. She has presented numerous faculty development workshops nationally and internationally on topics including effective teaching skills, professionalism, physician well-being, communication skills, clinical reasoning, and feedback and assessment strategies.

Dr. Konopasek has held leadership roles with the Association of American Medical Colleges’ Medical Education Senior Leaders group; is a graduate of Drexel University’s Executive Leadership in Academic Medicine program; and has served on the Accreditation Council for Graduate Medical Education’s Task Force on Physician Well-Being. She is a graduate of Brown University and the Pritzker School of Medicine of the University of Chicago. She completed her residency in Pediatrics at Massachusetts General Hospital in Boston.

Executive Director, ECFMG

As Senior Vice President of Intealth and Executive Director of ECFMG, Kara Oleyn is responsible for leadership and management of all of ECFMG’s services. Ms. Oleyn represents Intealth and promotes the value of ECFMG’s services to Intealth’s strategic partners including domestic and international medical regulatory authorities, among others. In addition, she works closely with the CEO and other executive leaders to develop and implement Intealth’s integrated strategic plan in support of its missions.

Ms. Oleyn has vast expertise in international credentials verification and investigations into fraudulent credentials, and she played a leading role in transitioning the organization’s credentials verification to on-line processes.

She has more than 20 years of service with ECFMG, and prior to her current executive leadership role, she held a variety of management positions in Applicant Information Services, Registration and Credentials Services, Program Development, and Special Investigations.

Ms. Oleyn holds a Juris Doctor degree from Temple University Beasley School of Law. She earned a Bachelor of Arts from St. Joseph’s University in International Relations with a minor in Russian and Eastern European Studies and a Master of Liberal Arts from the University of Pennsylvania.

Senior Vice President, Regulatory Affairs and Chief Communications Officer, Intealth

As Senior Vice President, Regulatory Affairs and Chief Communications Officer, Tracy Wallowicz is responsible for ensuring regulatory compliance and advancing Intealth's mission through strategic communication, partnerships, and advocacy efforts. Her role includes directing the organization’s Office of Government Relations, managing communication with the Board of Trustees, and guiding all Governance activities. She leads the Communications Department and oversees the Exchange Visitor Sponsorship Program (EVSP), Intealth’s J-1 visa sponsorship program. She also directs efforts related to physician well-being, including oversight of Intealth’s annual Well-being Grant Opportunity for J-1 physicians.

With 30 years of experience, Ms. Wallowicz possesses deep expertise in U.S. Department of State regulations, immigration issues for foreign national physicians, graduate medical education, physician well-being, and educational and cultural exchange. She is a strong advocate for policies that enhance the experiences of and opportunities for international medical graduates.  Throughout her tenure at Intealth, Ms. Wallowicz has contributed to numerous publications and is a regular panelist and presenter at national and international meetings. She actively partners with partner organizations to advance key issues in medical education and works closely with U.S. Department of State officials on the administration of Intealth’s J-1 visa sponsorship program.

Ms. Wallowicz holds a bachelor’s degree in communications and public relations from Westminster College and a master’s degree in legal studies from Drexel University.
