Who Can Opt In?

 

You can join the Paid Family Leave program if you:

      • Are a Sole Proprietor, Independent Contractor, or a Member of a Partnership.
      • Earn self-employment income from work performed at least 50% of the time in DC within the 52 weeks before needing leave.

 

Even if you also work for a covered employer, you can still opt in and include your self-employment income to boost your PFL benefits.

When Can You Enroll?

 

There are two opportunities to opt into PFL:

      1. Open Enrollment: Every year between November 1 and December 31.
      2. First 60 Days of Starting Self-Employment: If you recently began your business, you can enroll within 60 days of earning taxable self-employment income in DC.

How to Enroll

 

To opt in, you’ll need to provide documents that prove your self-employment in DC, such as:

✓ DC Business License or Occupational License

✓ Contracts, Tax Documents, or Invoices

✓ Proof of work performed at a specific DC location

How Much Does It Cost?

Self-employed individuals contribute 0.75% of their total gross income from all businesses they perform work for at least 50% of the time in DC. Contributions are paid quarterly, and you can manage everything through the online portal.

Managing Your PFL Benefits

 

Once enrolled, you can:

  • Report your self-employment income quarterly
  • File a PFL claim when you need leave
  • Opt out during open enrollment after 3 years of participation if you initially chose not to join
